Because he has yet to receive enough nominations and votes to win
those awards.

If there is something current you think is worthy of an award, let us know >and I bet a bunch of people would be happy to give him a Hugo nomination.
The hard part is that it has to be new enough and I seldom read anything new >enough to nominate these days.

Or maybe their stories were just better than the rest in 2025.
I picked up a copy of The Year's Best Science Fiction #8 (1990)
Not bad, until I got to:
The Coon Rolled Down and Ruptured His Larinks, a Squeezed Novel by Mr. Skunk
(Author: Dafydd ab Hugh)
Which was almost unreadable, and seemed to be a rather pointless
series of bad puns (Santa's Anus winds). Not sure how this made
the cut.

As it happens, I have gone back farther than that. But I didn't revisit the project since 2019.

Warning: that essay has what turned out to be the most confusing chart
I've ever created. The x marks indicate absences.
The pattern would be much clearer if I updated it but you can blame
the Sadly Rabid Puppies for the current voter demographics. The SRP's
efforts convinced a small number of right wing loonies to foist sub-
par crap onto the ballot in the mid-2010s. However, this turned out
to be even more effective at motivating non-RWLs to get WorldCon
memberships and vote said crap down below no award. The SRP got
bored and wandered off. The other group stuck around. Therefore,
the second group's tastes shape the Hugos.

There is some of this, but I object to your lumping the sad puppies and
the rabid puppies into the same group. The sad puppies were honest SF
fans who didn't agree with what was getting nominated and tried a legitimate group effort to change it. I don't necessarily agree with their aims but they were trying to do something they thought was good.
The rabid puppies were just crazy people who like destroying things, and
they very quickly outnumbered the sad puppies. They tried very hard to destroy things and when they failed to do so most of them (aside from
Mr. del Arroz) went off to find other things to destroy.
I think if it had not been for the rabid puppies, the sad puppies might
have legitimately got some older-style and more socially conservative
stuff on the slate, and that might not be a bad thing. But they all left
in disgust after everything went pear-shaped.
So yes, that has definitely shaped the Hugo voting membership. If you don't like it (and I am not sure I do), then get a membership and vote for
works that you like.

I am not certain if there were more rabid puppies than sad puppies. I
looked at the 2015 Hugo nominations and it is possible that the Sad
Puppies only nominated items they had either read or seen.
It is my belief that the diseased one contaminated the 2015 Sad Puppy
list. At the time, I stated that I could come up with a better novel
list just from books published by Baen that I had read.
