    It depends on whether they see the inquiry terms of reference as fair
    and equitable:

    Ardern, Hipkins et al may well consider the 'Out of Scope' definitions
    to be prejudicial to fairness, equally the same could be said of the
    actual Terms of Reference. However this need to be defined. Simply
    refusing to attend without a rationale on why is not acceptable.

    Reasons have appeared in the Stuff article and the legal beagles seem to be entering the ball park.

    I always have an issue with terms of an inquiry as you end up in this situatuion. Splitting hairs and then needing to change the terms to get
    answers to what is requested.
