For those who do not know, weather-util is a Linux program that can, when presented tie airport code, provide current weather conditions and
forecasts.
Because Environment Canada has removed their phone weather service, I am seeking an equivalent of weather-util that provides basic just the facts information, but for areas outside of the united states.
For example, if I provide the program with the Toronto Person airport cod
yyz, it gives me a forecast for western New York State instead.
Ideas for something comparative?

I was unable to reproduce this. Can you provide some versions and
command output that you get? What does your /usr/share/weather-util/airports.gz look like for YYZ?

Well, if I leave off a k I get a Niagra Falls forecast. I just examined its man-page, specificly says these results are from NOAA US National Weather Service. I still have this duckduckgo page of weather scripts bookmarked. https://duckduckgo.com/lite/?q=weather+command+line+script&ia=qa

Whilst it is not an application for Linux, but, rather, an
international distributed localised weather service of the nature of
Linux (apart from the advertising, that can be overcome by ad blocking
plugins in a web browser), have you considered this;

It uses weather stations owned independently, connected to a massive
distributed network. It used to be owned and supported by IBM, but,
they offloaded it.
The nearest weather station that I use, is within about a kilometre of
my home, and, about two or three, are within about that many
kilometres. My wife's archery club has a couple within a kilometre or
so of her archery club.
I recommend it.

I should have included - for example, do a web search for iwestern754 .
Both observations, and, different forecasts (by the hour, by the day,
for each day of the coming ten days, etc) are available, and, it can
provide continual observations for light intensity, which is useful when having and using a household (or, commercial) photovoltaic generation system. It also monitors air quality and other attributes.

city of Niagra. -q causes it to omit the line that identifies the
airport:

I think that all airports provide current conditions in a standard
format. It's getting the forecast from a different source, most likely
the US National Weather Service. There is probably no international
format for forecasts.
It (or the Weather Service) is somehow guessing that Niagra is near
enough to Pearson Airport for that forecast to be useful. When I ask
for a forecast for somewhere far from the US it says
WARNING: no URI defined for zone_forecast

That assumption is incorrect. I mean Niagara falls being close enough to Toronto for a weather forecast match.
I suspect it is the last large u. s. city on which it can base
anything.

I took a shot at this, too. Based on the desire to still find another
weather utility, I tripped over "ansiweather" on the Internet. After installing, I checked "man ansiweather" for usage which provided this
sample command which includes emoticon-type feedback:
$ ansiweather -l "Toronto" -u imperial -s true -f 5 -d true Toronto
forecast: Tue Mar 17: 29/18 øF ? - Wed Mar 18: 35/18 øF ? - Thu Mar 19:

Somewhere while installing it, I saw a reference to this initiative:

NOT ideal for my personal usage (aka liking), especially relying on
pictures of clouds and sun, so I went back to weather-util, my own
favorite for many years. I asked DuckDuckGo if they could help me help
a Debian User access Toronto via weather-util. DDG said:

Next running "weather -f cyyz" got me what seemed to be a credible
forecast for something in the vicinity of Toronto, Canada. It's not a
perfect match to ansiweather's output but does seem to be almost
reasonably similar.
I'd like to further help with this regarding why a command of some kind
that was working is now failing. Might not be able to help but am
willing to dig a tiny bit further.
That "~/.weatherrc" in DDG's tip had never been generated for me. A ~/.weather exists. It's where I can see NOAA websites. I messed around
with those values years ago when NOAA reorganized their own website.
Can't remember if putzing around with that or a similar file worked
before Jeremy officially updated weather-util to the new NOAA layout.
If typing in "weather -f Toronto" doesn't work for others for whatever reason, it'd be nice to be able to addend something to e.g. ~/.weather
(or weather.py??) for other countries, if necessary.

.weather just contains cached data.
