Do you mean the DVD ISO as opposed to the network install ISO? It has a set of repositories included in it? Those are available here: https://cdimage.debian.org/debian-cd/current/amd64/iso-dvd/
I do believe it will still attempt to setup the network and will ask you if you want to use a network mirror that?s for after setup. It may also ask if you want to use the network instead of the local packages on the DVD. So
just read the install steps carefully.
