You're missing contrib. The gcc documentation is not Free software.
*sigh* man pages are not free?!! What is their problem?

contrib is itself free, but has non-free dependency(/ies)
    gcc-doc depends on gcc-14-doc which is non-free

Curious. What part of gcc-14-doc is non-free?

It's distributed under a non-free license. Specifically, the GNU
Free Documentation License, which Debian classifies as non-free.

    See <https://www.debian.org/vote/2006/vote_001> for details.

As Xiyue Deng posted here in https://lists.debian.org/debian-user/2025/12/msg00462.html some GNU
documents are licensed with GNU Free Documentation License which
includes several restrictions, most notably the concept of "invariant
sections" that may never be distributed in a modified form. The Debian
project took a vote back in 2006 and decided these restrictions upon distribution made GFDL not "free" as defined by Debian.

    Thanks,
    Andy
