Actually no, ES3: Morrowind was not for the PC, it was designed to be
released on consoles as well. The exterior cell size was specifically
as small as it was to accommodate console limitations.
Only ES1: Arena and ES2: Daggerfall were PC only.
and I guess Elder Scrolls V was a supplication for a petiton for it.
