It may not be a Mint problem at all. archive.is/archive.today has a habit of being fussy about DNS resolvers, geolocation, and sometimes IPv6.
A safe first check from a terminal would be something like:
getent hosts archive.is archive.today archive.ph curl -4 -I
https://archive.is/ curl -6 -I
https://archive.is/
If IPv4 works and IPv6 hangs, disable IPv6 for that test or tell the browser to prefer IPv4. If DNS gives odd answers, try another resolver temporarily. Also try the sibling names archive.today and archive.ph; they often land on the same service when one name is being awkward.
