It is rather odd that East Midlands Trains is one of the companies being exempted from this - as they are currently cancelling lots of their
services, so the ability to switch companies would be most valuable.

Most valuable to passengers of EMT perhaps but less valuable to
passengers of other companies finding the seats swamped by EMT
refugees.

I'm not sure what prompted this official announcement, but passengers
have always been able to do this. As booking clerks, we would just issue
a free excess to allow them to travel via any reasonable route.

It's almost like no one knows how to run the railway any more.

This just makes it automatic. In other words you don't need to find
somebody to grant you permission, you can just do it. On a DOO/unstaffed railway it isn't always easy to find somebody to give you permission. If
you couldn't find someone to permit it, you couldn't do it. You can now.

I think the idea is to stop disrupted LNER passengers trying uncontrollably trying to use EMR. As we know EMR can barely cope with its regular traffic.
