Dropbox free seems to be a disaster nowadays with very, very, slow uploads.

Any suggestions for an alternative? If I sign up for some cloud storage
can I allow downloads by somebody else or would they have access to everything?

I have 2 x media files to transfer, one is 4 MB, other is 8.5 MB.

I use Google for that. You get 15BG of cloud storage free when you set
up an account -- which sounds like a lot, but vanishes quickly if you
let Google "back up" your photos from your (Android) phone (for example).

You can grant access to other users (who don't need a Google account of
their own) on a file-by-file basis, and you can allow read-only or
read/write.

It's Google. Some people hate them, but this is useful and free.

Given that I need to have a Microsoft365 account for Teams calls, I use
the included 1TB of space with OneDrive, I think even free accounts get
5GB of space, the "family packs" seem cheap enough for several people I
know to share them ...

You can give shared links to individual files/folders, but I tend to do
that only minimally

For that kind of size there are free file transfer solutions that might be easier overall. Depends on whether this is a regular occurrence of
different files with different people or not.

wetansfer.com is the simplest for both ends of the transfer.

Proton Drive is at the other end of the security spectrum. 5GB storage for free.

almost all android phones have an associated email/gmail account with gigabytes of storage space

and if she is "completely reliant" on her phone, then I assume the files
will be used/abused/viewed on the same phone - I dont see the problem

a lot of "free" mailboxes provided by domain name registration / hosting outfits have quite small limits - my main one is 25MB - probably in the
hope that I will pay a monthly fee for an upgrade

To me the only attraction of a gmail account is the massive mailbox
