1924. In addition, in 1996, Congress made noncitizen voting in federal
elections a crime punishable by fines and imprisonment.
Non-citizens have been barred from entering the United States without
authorization since 1929, punishable by fines, deportation and imprisonment.
Nevertheless, millions have done so.

If you have proof to the contrary other than some very rare computer
glitch like New Jersey's that's going on nationwide and it has swayed
