Fuel excise tax goes into the Land Transport Fund, administered by the
NZTA. Not all of this fund is spent on roads etc. - some is spent on
pubic transport (ie bus and rail subsidies), cycle ways etc. It is
possible to maintain or increase funding of road asset maintenance
without any excise increase but this would likely require reduced
funding in other areas.
