    You want lame, a WAVE => MP3 converter which will also embed the ID3 tags.

    I think cdda2wav might be able to pull metadata from the CD along with the WAVE track.

    Also:

    marchhare% apt-file search cddb | grep '/usr/bin'
    abcde: /usr/bin/cddb-tool
    cdrdao: /usr/bin/toc2cddb
    cdtool: /usr/bin/cdtool2cddb
    libcddb-get-perl: /usr/bin/cddbget

    As a guess abcde and libcddb-get-perl look promising...
