I think Frank's point, other than FX File Explorer <nextapp.fx> likely handles the tarballs the OP is interested in, is that we all need more than

"Requires Android 5.0 and up" for the lower limit and says
"Compatibility Works on your device" for both our Android 16 and Android
13 phones, so theoretically only Android 17 might not be supported.

Not that I know of.
Perhaps a search on the *exact* message may give a clue.
I have mainly encountered things like 'not available in your area' (or
some such) caused by silly geofencing rules, but that's unlikely for
this kind of app.
