Not getting banner notification of voicemails on my phone

Note: I'm getting voicemails just fine. The issue is that I don't get
a visible notification on my screen.
I have Android 17 on a Pixel 8a phone, and my carrier is Visible. A
friend who is a Visible customer with a Pixel 9a emailed me this
evening saying that he doesn't get banner notifications of
voicemails. I don't either. I do get the icon at upper left for a
missed call, and notification dot on the Google Phone app's icon.
I've always just checked voicemail after a missed call, but it would
be nice to have a notification.
In the Phone app's Settings, under Voicemail?? Notifications, I have
Pop on screen checked, and Sound set to default notification sound.
(I think I remember getting the "whoosh" when someone leaves me a
voicemail.)
My friend had a chat session with the carrier we both use, Visible.
They told him to turn on Visual Voicemail in the Notifications
settings, but under the name of the setting Visual voicemail it now
says "activating voicemail". I got the same thing when I turned on
Visual voicemail.
Is there some setting I'm missing, or does Visible need to
reprovision my phone?
