Well, according to this silly bill, it only matters if you use *that* Google account as the account for (the operating system of) your
device(s).
Luckily the EU has a bit more of a clue: It's proposed age
verification system has nothing to do with your devices or their OSs.

Google knows everything. They should know all the accounts I have belong
to the same person :-P

I know that was tongue-in-cheek, but they kind of do ... when I
purchased my first android device (Nexus One) I setup a new google
account just for it, and kept an older account for use on PCs.
But it didn't take long for them to start offering the phone's account
to login to other google websites (I always assumed they matched via the shared public IP addresses of my home wired/wifi network).ÿ It would be slightly different if multiple people lived here.
