ACMA Update Tackling Illegal Radiocommunications Devices

This is Giles Kirby (VK5GK) delivering the board update.

I'd like to briefly acknowledge some excellent work by the Australian Communications and Media Authority that is of direct relevance to the amateur radio community.


The ACMA has released the outcomes of its 202526 compliance priorities, and
one of the standout successes has been its campaign against the online sale
of non-compliant or "dodgy" radiocommunications devices.


Through its Equipment Safety Pledge, the ACMA has worked collaboratively with major online marketplaces and suppliersincluding eBay, Temu, SHEIN, Gumtree, Radio Warehouseto reduce the availability of illegal and non-compliant equipment. Rather than relying solely on enforcement, the ACMA has combined education, industry engagement and targeted compliance action to achieve tangible results.

The outcomes speak for themselves. ACMA audits identified almost 4,800 non-compliant device listings, all of which were removed following engagement with the relevant platforms. This represents a significant reduction in the availability of equipment that can cause harmful interference.


This is good news not only for consumers, but also for licensed radio
amateurs. We all recognise the problems that poorly designed or illegally configured equipment can createfrom interference to legitimate spectrum users through to undermining confidence in the regulatory framework that allows us
to enjoy our bands.


On behalf of the WIA, I think it's appropriate that we acknowledge the ACMA
for taking a practical, evidence-based approach to this issue. Protecting the integrity of Australia's spectrum benefits everyone who relies on radiocommunications, whether they're emergency services, commercial
operators, or the amateur radio community.


We look forward to continuing to work constructively with the ACMA in support of effective spectrum management and a healthy, compliant radiocommunications environment.

Last week, I revealed the theme for Issue 4, that being about Basics. This week, I have more to reveal!


There was a time when single sideband was derided as duck talk, and took away the feel of true amateur radio. It seems the transmission mode wars have returned in some quarters, only this time its about that dominant digital
mode FT8. Detractors claim that, if the computer makes the contact, it cant
be real amateur radio.


Well, Hank VK5XB has an answer to that in his entertaining article titled,
FT8 is amateur radio just a different conversation.


WIA Historian, Peter Wolfenden VK3RV, tells us about some notable Australian amateurs who advanced our use of the VHF bands, both between world wars one
and two, and post-W W 2. It should come as no surprise that the renowned John Moyle VK2JU was a leading force in VHF development. Read about the characters involved, the experiments they did and the shenanigans they got up to.


Now, here is the real news! This issue, we introduce something new. Its an
idea put forward by a reader and WIA member who thought we should do more to regularly highlight the activities, projects and successes of amateur radio clubs by having a regular club corner.


So, taking the suggestion to heart, ARs new Club Community column kicks off this issue with coverage of Redcliffe and Districts Radio Clubs project to introduce amateur radio into a local school in Brisbane.

In place for 18 years - but Scarborough man told amateur radio mast 'not lawful'


Although neighbours said they were not impacted by the mast and confirmed
that it had been in place for 18 years, Mr Ellis, who lives at The Uplands in Newby, may have to seek retrospective planning permission in order to
continue his hobby.


While officers did not dispute that a radio mast had been in place for almost two decades, they said that recent changes to its design had materially
altered the development and led them to refuse the application in this UK town..


Mr Ellis said: I can confirm that the amateur radio mast has been in situ
since 2008.


A neighbouring resident corroborated the statement, telling the council: I
can confirm that the amateur radio mast has been in situ since 2008.


I am aware that the mast was repaired in 2023/2024, and can confirm that it remains in the same position as it was in 2008, and is of the same height.


I might add that I do not have any issues with the mast, aerials or the carrying out of my neighbours hobby and we are not bothered about it one bit.


Officers said that while the height of the radio mast has not changed over
the years, its design and appearance have, and as such the current
development has only been in situ since 2023.


They concluded: The mast has materially changed enough to be considered a separate development and therefore not in continuous use.


The application was refused on Friday, July 10, and officers noted the
decision did not prevent the applicant from obtaining retrospective planning permission.

WHEN AN ANTENNA CAN OUTFOX CRIMINALS

This is a story of an antenna with a simple design that's proven itself
capable of tackling a complex task - solving vehicle theft. John Williams VK4JJW tells us how, as he reported on NewsLine


"The late Swiss radio amateur, Rudolf Baumgartner HB9CV, might never have
been able to predict, more than 70 years ago, the popularity that his simple, portable antenna would gain among enthusiasts of amateur radio direction-finding.


Known widely as the HB9CV antenna, his design has offered fox-hunters the
ease of grab-and-go usage, making it a go-to antenna for low-power VHF signal-hunting in the field.


Rudi would be pleased to see it being used by hams who want to out-fox the
fox, but imagine his reaction upon learning that the simple two-element
antenna has also been used to outfox criminals.


A recent episode of the UK-based TV programme, "Trace, Track, Get My Car
Back," aired on BBC-One, showcased recently how versatile this popular transmitter hunter can be when vehicles, including rental cars and even building-site machines, go missing -- that is to say, when they are stolen. While typically, many companies outfit their vehicles with GPS for tracking, when that is shielded, the system defaults to an RF-based backup for the last mile. That's when car-recovery experts - in this case, from Global
Telemetrics - are deployed with Rudolf's reliable creation.


Like eager hams on a fox hunt, they begin their careful search. Unlike eager hams, there are no trophies or certificates but it's something of a prize anyway if they locate the vehicle before it can be shipped out of the
country.

As of July 20, the public can access data from the two powerful radar instruments aboard the NISAR (NASA-ISRO Synthetic Aperture Radar) satellite.


Teams in the United States and India will release files processed from the satellites L-band and S-band radars on an ongoing basis, helping researchers and other users track the movement of Earths land and ice masses, monitor changes in ecosystems like forests and wetlands, and respond to natural
hazards such as landslides and earthquakes.


The release comes as NASA and ISRO (Indian Space Research Organisation)
prepare to celebrate the first anniversary of NISARs July 30, 2025, launch
from Indias Satish Dhawan Space Centre. Since that time, the mission engineering and science teams have been busy calibrating instrumentation, refining algorithms, and monitoring nearly all the planets land- and ice-covered surfaces twice every 12 days. Along the way, the team has
captured scenes from around the globe urban street grids, agricultural
fields, landslides, earthquakes, and sinking land in Mexico City.


An early image released Tuesday last revealed the fractured, barren surface
of an Antarctic landscape in stark detail. In a merging of science and serendipity, it also resembles something else entirely: a hummingbird.

And still with India, a private Indian company Skyroot Aerospace successfully tested its Vikram-1 rocket on July 18.

This was the countrys first space launch conducted by a private company. It
is expected to significantly expand Indias capabilities for launching small spacecraft into space.


The U.S. Senate may soon consider legislation that would review medical
devices from China for potential cybersecurity risks.


According to an article posted earlier this month on the Industrial Cyber website, Senator Tom Cotton (a Republican from Arkansas) has proposed a bill that would restrict the future procurement of medical devices produced by companies linked to the Chinese government.


The bill, titled The Countering Chinese Cyber threats for Patients Act, would also require the U.S. Food and Drug Administration and the Cybersecurity and Infrastructure Security Agency to evaluate legacy

Chinese made networked medical devices for potential cybersecurity risks and
to recall those devices found to pose a risk to American patients.


Brazils national public broadcaster has announced an extended reduced
operating schedule for its Rdio Nacional da Amaznia shortwave service.


The stations transmission site is northwest of Brasilia, within Rodeador Park in the Federal District.


It is heard on two frequencies: 11780 kHz and 6180 kHz.

Due to technical problems and energy costs, the service will have reduced operating hours through at least the end of the year, EBC Radio Manager
Manoel Caetano told Paul Walker, a long-time shortwave observer.


The services transmitters are aging.

According to Paulk Walker, Rdio Nacional da Amaznia uses transmitters that
are approximately 50 years old. The stations radio engineering manager said that the operation was having trouble with its 4CX5000 tubes and was awaiting replacement.

This contest from the ARRL is for you to work as many amateur stations as possible via the earth-moon-earth path on any authorized amateur frequency above 50 MHz.


The contest exchange a station's four-digit Maidenhead grid square locator.
The grid square also serves as the score multiplier.


In order for proper scoring of multipliers in the event, it is important that your log include the four-digit grid square from which your QSO was made
from, and the four-digit grid square of the Station you contacted/logged.

"With the Bouvet Island 3YK DXPedition behind them, organisers are looking
for activators to join the trip next year to Peter the First Island, the seventh-most wanted DX entity. The callsign, 3YL, will be used for the activation from the remote, glacier-covered Norwegian dependency in the Bellingshausen Sea off the coast of Antarctica.


The team writes on the DX-World.net webpage that the team is most interested
in hearing from hams who work well as part of multi-operator teams, have experience in cold climates and are able to contribute toward the venture.


Although February 2027 seems a long way off, organisers are conducting their search diligently now so that planning and preparation can be thorough and complete. The shipping container has already been sent out with supplies for the DXpedition.

The FCC has approved the right of start-up company, Reflect Orbital, to use radio frequencies in the S-, X- and UHF bands, to launch and communicate with its low-earth orbit satellite, the Erendil-1 (PRONOUNCED uh-RAN-dill One), which it has been scheduled for launch later this year.


The satellite's mission is to capture and reflect sunlight into darker
regions of the Earth via a giant 60-foot reflector from its orbit 600 to 650 kilometres above the planet. The company intends for this test satellite to
be the first of up to 50,000 such orbiting mirrors. Reflect Orbital believes the satellite's beam, which would be 5-kilometres wide on the ground, could
be harnessed to power solar farms or illuminate disaster areas where rescue workers toil late into the night.


Agency approval was granted despite vocal objections about light pollution
from opponents such as the American Astronomical Society.


A number of environmental groups have observed how nocturnal species' lives
can be disrupted and perhaps imperilled by artificial light during the night. According to various media reports, opposition had been overwhelming among
the more than 1,800 public comments the FCC received.

NASAs New Horizons spacecraft has awakened from its longest hibernation
period ever and resumed active operations as it continues its pioneering exploration of the Kuiper Belt beyond Pluto.


Flight controllers confirmed on June 23 that the spacecraft had safely
emerged from a 321-day hibernation that began on Aug. 7, 2025.


Now approximately 9.5 billion kilometres from Earth, New Horizons remains healthy and is preparing to return stored science data collected during its dormant period. The spacecraft continues to operate far beyond Pluto as one
of humanitys most distant active planetary science missions.


The successful wake-up demonstrates the remarkable reliability of autonomous spacecraft operations across the vast distances of the outer solar system. Commands directing the spacecraft to awaken were uploaded nearly a year
earlier before New Horizons entered hibernation.


Because radio signals now require approximately 8 hours and 52 minutes to travel one way between Earth and the spacecraft, confirmation of the wake-up reached mission controllers through NASAs Deep Space Network station near Madrid, Spain, nearly nine hours after it was transmitted. Such long communication delays require the spacecraft to perform routine operations independently while awaiting instructions from Earth.


Mission teams periodically place New Horizons into hibernation during
extended cruise phases to conserve on-board resources and reduce operational demands while continuing valuable scientific observations.

New Zealands SafetyNet Critical Communications (SafetyNet) launched on 1 July and is already delivering on its mandate to modernise the communications capability of New Zealands emergency services and wider public safety sector.


Previously called Next Generation Critical Communications, last November government approved the entitys exit from its host, NZ Police. As an independent Crown company, SafetyNet can now offer its emergency-grade communications services in a commercial model to the hundreds of
organisations across New Zealands public safety sector, including central and local government agencies, Iwi, not-for-profit organisations, and infrastructure and utilities companies.


Steve Ferguson, SafetyNets CEO, said the new organisations priority remains delivering the Public Safety Networks (PSN) 500-site digital Land Mobile
Radio network for foundation customers Police, Fire and Emergency New
Zealand, Wellington Free Ambulance and Hato Hone St John.


SafetyNet has also begun a carefully managed process of on boarding the first new PSN cellular services customers including the National Emergency
Management Agency, Surf Lifesaving New Zealand, Selwyn District Council and Maritime New Zealand.


Michael Clulow, Manager Operations for Maritime NZs Rescue Coordination
Centre New Zealand, said having PSN Cellular Services will boost the communications capability underpinning its vital search and rescue
operations.

A Tropical storm called "Helene" created a massive communications blackout in Western North Carolina, killing internet and cell service for most of the 400,000-plus people who live in the greater Asheville area.

Even 911 was down.

But for Thomas Witherspoon and his Ham Radio saved the day by providing a critical connection to the outside world. After a post-storm meeting with his neighbours, Thomas called on the Mount Mitchell repeater- and requested the supplies the neighbourhood needed from the local fire department.


The next day they received a delivery of chainsaw chains, coffee and other essentials.

If you would like to submit news items for possible inclusion
in the VK1WIA broadcasts, please email your item in text to nationalnews@wia.org.au and don't JUST send url's links or
posters, but take the time to pen YOUR contribution.

To submit audio, email nationalnews@wia.org.au
and send BOTH the audio and the text

We would appreciate items certainly no longer than 1.5 mts in
length as we only have a half hour.

Remember the sooner you submit material the more the
likelihood of it being broadcast in the very next edition of
WIA National News.

Each recorded item will only be broadcast once, if you want a couple
of mentions, please submit different slants to keep your
event 'fresh' and always if the news room is to read your
item --- write it in the 3rd person. (First if YOU are
reading your own item). If you are mentioning your own name / call
in the story, say something like "and myself, Pat, vk11abc"

A reminder when supplying HamFest info we obviously can't
plug DEALS from commercial traders "on air", but we at the
WIA will put your supporters 'goods' in this text edition
"no worries."

We will not give blatant 'plugs' to raffles, be it raffles
at the event or "on-line".
